My attention has been called to a characteristic bit of War Office jobbing at the expense of a temporary officer of the Blues . This officer - I will call him Cap tain X. - was appointed early last year to officiate as horsemastership adviser to the 2nd Corps in France in the absence of the permanent members . He did so well that General Jacobs , commanding the corps , recom mended himn in very strong terms to fill the vacancy as soon as it occurred . Instead of accepting this recom mendation , the responsible War Office authority , who ever he was , sent out Lieut . - Colonel F. F. Colvin , a dug - out officer who had never served in France , to occupy the billet , regardless of the claims of Captain X. and the interests of the Service .

This is not all . After his supersession Captain X. put in a claim for the usual extra - duty pay during the time he was officiating in the appointment , but the Command Paymaster refused to pay the amount with out War Office authority . Captain X. wrote to the War Office for this authority , but his letter was not even acknowledged . He wrote twice again , with the same result . I do not know whose pigeon this is , whether responsibility lies in the Adjutant - General's or Remount Department , but I should like to know why Captain X.'s letters have not been answered , and who is to blame for the neglect . The whole treatment of this officer is scandalous .
