Goschen , of Harlow , has declined the invitation to become Unionist candidate for West Essex , in succession to Colonel Lockwood , now Lord Lambourne . A meeting of the Central Conservative Association for the division is to be held at Liverpool street Hotel this afternoon , when it is expected that Colonel Richard Beale Colvin , of Monkhams , Waltham Abbey , will be selected as the candidate . Colonel Colvin was yesterday at Epping elected member for that division of Essex in succession to Colonel the Right Hon . Mark Lockwood , now . Lord Lambourne , no other nominations having been received . In return ing thanks Colonel Colvin announced that his new military duties would take him to France on Monday next , and would delay him taking his seat . Lord Lambourne , in a farewell speech , said that after twenty - five years he would remember his late constituency with love and affection . Referring to the Press he said that during that time he could honestly say he had never been misreported or mis represented . Politicians sometimes accused the Press , after ill - advised public utterances , of misrepre senting them , but in nine - and - a - half cases out of ten the Press was right and the politician wrong . He loved the House of Commons , which contained a very human collection of men . Colonel COLVIN , C.B. , took part in the South African War as commanding officer of the 20th . Bat talion of Imperial Yeomanry , being mentioned in despatches for his services .. He raised a battalion of Essex Yeomanry three years ago , and afterwards commanded the 2nd London Mounted Brigade . He has been Master of the East Essex Hounds and the Essex and Suffolk Foxhounds . |
